The Washington-based Campaign for Accountability has requested bar associations in Florida and Virginia to examine Lindsey Halligan, a former personal lawyer for President Donald Trump who now serves as interim U.S. attorney for the Eastern District of Virginia.

The complaints against Halligan allege misconduct, including filing charges without probable cause and discussing an active case with a reporter. The watchdog group claimed that Halligan violated her duty to avoid prosecuting cases lacking sufficient evidence and misrepresented facts in indictments.

Former FBI Director James Comey faces charges related to lying to Congress, with Halligan’s office asserting the case hinges on whether Comey authorized another person to leak information. Comey has sought to have the case dismissed.

The complaint also alleged that Halligan provided grand jurors with “misrepresentations material to establishing the elements of the charged offenses,” violating professional conduct rules. New York Attorney General Letitia James, a Democrat, has denied wrongdoing in a separate mortgage fraud case brought by Halligan’s office. Her legal team has requested dismissal, arguing she is being selectively prosecuted.

The watchdog cited an exchange between Halligan and Lawfare Senior Editor Anna Bower, accusing her of breaking Justice Department rules by making extrajudicial statements about the James case. The filing alleged that Halligan’s remarks about witness credibility and evidence strength aimed to influence media coverage, risking jury prejudice and violating federal guidelines.
