Foreign Money Fuels U.S. Political Agenda, Report Claims

A new report from Americans for Public Trust reveals that foreign charities have funneled nearly $2 billion into U.S. political causes and environmental activism over the past decade, funding what Executive Director Caitlin Sutherland described as an “extreme green energy agenda” aimed at undermining American democracy.
Sutherland told Newsmax on Saturday that the investigation highlights a growing overlap between U.S.-based dark money networks and foreign charities with shared goals. “They definitely seem to have a common goal, and that is to erode our democracy and push extremist views in America,” she said.
The report details how foreign funds support climate litigation, research, protests, lawsuits, and university programs tied to environmental activism. Sutherland emphasized that while federal law prohibits direct foreign donations to U.S. political candidates or committees, legal loopholes allow such influence through nonprofit and advocacy networks.
She pointed to recent legislative efforts, including a Senate bill led by Sen. Bill Hagerty of Tennessee, to block foreign funding in electoral tools like ballot harvesting and state ballot campaigns. Sutherland also criticized foreign-backed initiatives promoting policies such as banning private vehicles and limiting meat consumption, which she labeled “extremist things that Americans, by and large, don’t agree with.”
The report urges stronger action from state governments to cut off foreign money flowing into nonprofits, calling it a “dangerous, slippery slope.” Sutherland urged Americans to review the findings, which include an appendix detailing fund flows to domestic organizations.
